Contractors working for the Bush Administration have developed and deployed systems to electronically isolate, immobilize and “neuter” dissidents and undesirables like Guantanamo Bay Detainees without leaving obvious outward signs.

The design is surprisingly simple and uses existing, common technologies and security interfaces.

The scope and status of this effort was outlined by Pentagon consultant   Col. John B. Alexander in an interview with Sharon Weinberger published in the Washington Post’s 1/14/07 Sunday magazine:

Alexander also is intrigued by the possibility of using electronic means to modify behavior. The dilemma of the war on terrorism, he notes, is that it never ends.

So what do you do with enemies, such as those at Guantanamo: keep them there forever? That’s impractical. Behavior modification could be an alternative, he says.

Maybe I can fix you, or electronically neuter you, so it’s safe to release you into society, so you won’t come back and kill me,” Alexander says. It’s only a matter of time before technology allows that scenario to come true, he continues.

We’re now getting to where we can do that.” He pauses for a moment to take a bite of his sandwich. Where does that fall in the ethics spectrum? That’s a really tough question.”

“Electronic Neutering”

1) Cutting Communications - All dissident communications, telephone, Internet, email and postal mail are intercepted, redirected, filtered and spoofed through sound alike call and message centers. Only a few “approved” calls or messages get through. Communications are cut without tangible outward proof.

2) Electronic Tracking / Harassment – Dissident movements are electronically tracked and monitored with help from existing national security networks of police, Homeland Security, private security guard services and the security contacts at businesses and locations the dissident frequents and visits.

Security people make it clear the dissident is being monitored at all times and that they have no power or rights to stop what is happening to them. Dissident homes, offices and vehicles are searched regularly and abusively. Key items are stolen, sabotaged or destroyed.

Their career, personal and professional relationships and activities are poisoned and disrupted.

3) Electronic Behavior Modification – Low powered versions of the non lethal Pain Rays shown on Sixty Minute’s March 2, 2008 Pain Ray program are installed in or aimed at dissident’s homes and vehicles to limit their productivity, mobility and to discourage and modify specific “undesirable” behaviors.

Activated remotely, these electronic pain systems cause severe discomfort, disorientation and headaches without leaving tangible outward proof of their use. Focused in high powers, these technologies are dangerous, damaging and even lethal. They can cause cognitive dysfunction and cancer.

Foreign materials were forced into a unwilling test subject’s scalp in an apparent attempt to induce enhanced sensitivity, selective and / or specific sensitivity to the electronic transmissions. Researchers may be seeking to induce subservience and docility.

60 – 70 % of our National Security Agency and CIA Clandestine Services budgets are paid to private contractors. Total U.S. covert intelligence budgets are estimated to exceed $60 billion annually. Some of these contractors are corrupt, they all have their own agendas.

Disabling dissenters without leaving tangible evidence or proof delights autocratic cliques.
How do these systems work? From our experience, they:

1) Covertly close or severely constrain dissident communications by intercepting, redirecting, filtering and spoofing (with sound alike message / call centers) all inbound and outbound communications including: telephone calls, postal mail and Internet and email messages.

Anti-terrorist monitoring points installed in our national communications systems copy, record and archive all domestic telephone and Internet communications. Postal mail is subject to similar screening. But it’s much more than just monitoring.

2) Physically weaken, disorient and derange dissidents covertly – Sixty Minutes’s  Pain Ray segment  – March 3, 2008 – showed non-lethal microwave weapons being used against protesters.  Similar, lower powered devices were covertly used against the Greenham Commons (U.K.) Cruise Missile protesters in the 1980’s.  This technology has been available for decades.

These low powered, non-lethal electronic devices cause headaches, discomfort, disorientation, unpleasant burning and tingling sensations on the skin, especially around the ears and eyes. You feel it immediately when they are turned on or off.

They can be installed in homes and vehicles. They can be used to covertly disorient an entire floors of workers. Combined with house arrest they are devastating.

Silver and jewelry are left untouched, there are no signs of forced entry. Key business files and personal items disappear at critical times and then sometimes even reappear when they are no longer needed.

Business opportunities and personal relationships are repeatedly and inexplicably poisoned.

Stalking and repeated incidents of staged dramatic street theater designed to discredit, distract and demoralize the target.

Law enforcement looks the other way, they are clearly cognizant of what’s happening.

Who is responsible? This research is well organized and technologically sophisticated. It is being run on a schedule with a well defined project plan. Most of the people associated with the street theater and dramatic incidents are Catholic or Episcopalian, many are economically stressed, few of them appear to be hardened criminals, they are all conservative Republicans. They do not want to be exposed.

Contractors working for the U.S. Government have developed secret electronic systems that covertly disable, disorient, debilitate and destroy dissidents and anyone who disagrees with authority.

How do they work?  60 Minutes recently featured a story about Raytheon’s Silent Guardian microwave Pain Ray gun.

It is silent, invisible and very painful. It can be used without anyone being able to prove what is happening to them. The TV show featured a large truck mounted device with an effective range of a half mile.  Raytheon also produces a small, table top version for close ranges.

In lower powers, similar electronic weapons are very distressing, disorienting, debilitating and uncomfortable. They block concentration, sound sleep and all feelings of well-being.

You feel an uncomfortable pain on your face, ears and eyes when the systems are turned on. Headaches, disorientation and memory lapses accompany the discomfort. The symptoms clear as soon as you leave your home or car and go into public places.

When people who can corroborate what’s happening are present the systems are often turned off. You feel a painful, disorienting difference as soon as the discomfort devices are turned back on.

Substantial evidence indicates the U.S. Air Force used these weapons against Cruise Missile protesters at Greenham Commons in the 1980’s.
